[META-SIG] plot-sig

Uh....

Any reason not to officially start the plot-sig?  I realize there hasn't
been much discussion on the meta-sig, but there has been a fair bit on the
matrix-sig.

Should lack of comments be interpreted as lack of objections, lack of
support, or, more likely, lack of time?  Who officially sets them up,
anyway?
