[META-SIG] SGML SIG Proposal

I would be very much in favor of this. We're pretty busy with XML currently, 
and we're trying to decide (among other things) whether we should build a 
python-interface to one of the C XML parsers or do a fully python based one. 
An SGML/XML SIG would definitely have my full attention (inasfar as the 
attention isn't already taken by any of the other things taking my full 
attention:-).
