[META-SIG] PSA majordomo lists - excluding certain posts

Another note to PSA SIG list managers.  I've set up something to
filter out spam hot spots from all PSA SIG and members traffic.
Approved messages are exempt from the exclusion, so mail list bounces
that should be accepted can be resent with an appropriate approved
line.

To start with, i've put something in to exclude everything from
hotmail.com, excepting the few hotmail.com addresses i found in the
sig subscription lists.

Please let me know if you have any problems with or suggestions about
this!

SOme details about the implementation.

There's a new option, "exclude_post", which specifies files containing
addresses to be excluded.  (The list of files is modelled exactly
after the existing "restrict_post" option, and in fact uses its
mechanism to get to the file.)

The exclusion file consists of lines that start with an exclusion
address, optionally followed by exceptions to that exclusion.  Senders
addresses that _contain_ the exclusion address, and that do *not*
contain any of the exception addresses, are bounced.

For remote SIG administrators - this file is not remotely settable.
You will need to contact us here to get an addition or modification to
one of the exclusions.  Send email to eg majordomo-owner@python.org,
or webmaster@python.org, or whatever.  For local people, the file is
named "forbidden", located in the lists directory.  It is included *by
default* for every mailing list.  You can override that by adding an
explicit entry for "exclude_post" in your config file.
