  Add the list of deliverables as proposed in your earlier message.
  I seem to recall that Paul Prescod had presented a mission statement 
with his proposal for an SGML SIG; have you looked at that?  Some of
it may or may not apply; I don't remember the content of the text.
  With this in mind, I'm basically in favor of SIG creation.
