[meta-sig] Winding up the String-SIG

Some recent spam sent to the mailing list have reminded me of the
existence of the String-SIG.  It's supposed to have expired in June
2000, and there seems nothing for a String-SIG to discuss; the
Unicode/8-bit string issue would be resolved on python-dev, if
anywhere, and no one in the SIG is working on other string-related
things like parsing.  I'd propose that it be marked inactive and the
mailing list retired.
