[Mobile-sig] First attempt at a patch for official iOS support

Hi all,

(after a false start due to accidentally hitting send...)

I've just created Python ticket 23670, tracking the proposal to add iOS
support to Python.

The patch isn't quite trunk ready, for reasons detailed on the ticket - but
it is a single patch against 3.4.2 sources, requiring no pre- or
post-configure modifications. There is also a helper Makefile to manage the
complexities of an iOS build.

I'd appreciate any feedback.
