Summary: Extra control of top-level sect headings

Initial Comment:
Lots of our Wiki documents have top-level headings
added, which then breaks section numbering - every
section is then 1.x instead of 2, 3, etc.

Simple patch to add an extra setting to the
section-numbers #pragma, for which I've used 2 or "offset"
