[Moin-user] 11Beta - Problems with User Id

a) run test.cgi
b) check WRITE permission on the user dir, the webserver needs them

I've installed the version 11 beta and all seems well with the exception of user ids.  Users cannot create 
accounts and old users that don't have a cookie can't logon using their previously created preferences.  Any 
advice on how to troubleshoot this?
