[Moin-user] Admin user

Is there such a thing as an Admin user?  And if so, where can I find the 
username and password.

I was trying out the ACL feature, and when I tried to grant myself admin 
rights to a page, it gave the following error message... "You can't change 
ACLs on this page since you have no admin rights on it!"  This was on a page 
that I had created earlier.

I had edit the page on the filesystem, in order to grant rights.

Is there an Admin user that is able to grant rights on any page?
