If it looks ugly, your /wiki alias does not work correctly (or is 
different from url_prefix configuration). Thus, your browser can't load 
the CSS.

Another reason can be incorrect access rights from web server to the 
wiki static data (css, images etc.).

Just try to open http://server/wiki/modern/css/screen.css with your browser.
