[Moin-user] getting xml-rpc to work

I've never actually been able to get xml-rpc to work on my own moin
instances, which has been quite frustrating.  I'm trying to figure out if
there is a config option, or package that I am missing.

The site is http://mhvlug.org, and even running the HelloWorld.py produces
the following.
