[Moin-user] Speeding up saves

I have a large installation of Moin 1.3 with many thousands of users. Saving
after edits seems to scan each and every user's preference file to see if
they are subscribed to a page so it can notify them.

This routinely takes 25 - 45 seconds.

Upgrading to 1.5 is planned, but I'm curious: does 1.5 solve this problem,
and is there a near term solution without upgrading and without loss of
functionality?
