    Googling with "moinmoin moin.cgi iis" turns up the first page:
http://moinmoin.wikiwikiweb.de/MoinMoinQuestions

   And there seems to be an answer regarding that issue near the bottom of 
the "IIS questions" paragraph.
   Never tried it though, I don't use IIS - but you should start from that.
