[Moin-user] hiding footer editbar in modern theme

I changed modern.py, too. But I did not have any errors. I think
it is the way to go. Maybe it is a bug in IE7.

If you really want to do it with CSS:
do it like this:

u'<div id="...">', self.editbar(d), u'</div>'

in CSS set "display: none" for ...
