[Moin-user] Problem with page cration.

You can't change ACLs on this page since you have no admin rights on it!

is the error message I get when I try to save a new page that has an acl 
command in it.

The acl line is this:

#acl @ME@:read,write All:read

and it's the top line. (Does it have to be the top line?)

If anyone can help me I'd be grateful.
