[Moin-user] user_autocreate in Moin 1.8rc1

Thanks Reimar, that did the trick!

In the interest of accuracy for everyone else, it's actually
[HTTPAuth(autocreate=1)], not 'true'.  True throws a python error, 1 fixes
it.
