Even if there were such an option, it would be mostly pointless.

If a user is too lazy or does not want to write a comment, you would
just get comments like:
.
foo
...
bar
asdfasdasdasdadsasdasd

Thus, we don't have such an option.

You need to convince and educate users somehow that edit comments can
make sense, so they are voluntarily enter them if needed.
