[Moin-user] Create empty page failure after upgrade.

Hello,

 I've just upgraded to 1.9.1 and I'm getting


"This page does not exist yet. You can create a new empty page, or use
one of the page templates.

?Action(edit,Create new empty page) "


for a new page but when I click on the "?" the URL just goes to


".../Action(edit%2CCreate new empty page)"

with the same
