[Moin-user] Deleting user accounts

the user profiles are stored in
wiki/data/user

and drafts
wiki/data/cache/wikiconfig/drafts

Oh, the description is partly wrong. I guess that "userid prefix"
description is wrong, left over from a different handling of drafts. In
current version we use the same uid number.
