This is because the cached bytecode from an earlier python version is
not compatible with python 2.7.

Run (as the same user usually running the moin process):

moin ... maint cleancache

replace ... by the required options for your setup, usually you need
--config-dir and --wiki-url.

repeat for every wiki you have.
