[moin-user] 1.9.9 release preparations

In the moin 1.9 repository, there are some big recent changes:
- updates for most dependencies
- few minor fixes for moin code

They will be part of a upcoming 1.9.9 release eary october.

I don't have time to do a lot of testing with it, so please help to get
them tested now to avoid bugs in the release (as you noticed, the
release frequency is rather low).
