[moin-user] Problems with Installation on Cent OS 7 - "No permission on this server" error

That was exactly the right question. The MoinMoin-Installation-Guide is
used is outdated. Latest Apache needs different configuration.

This solved my issues:

Order allow,deny
Allow from all


Needs to be

Require all granted
