This is in docs/REQUIREMENTS, for version 1.9.10:

You need Python 2.7.x (older Python versions are outdated, not supported and

Python 3.x won't work for MoinMoin 1.x.x.

The improvement I see, is that the default python version (when calling 
"python") would not be locked to be 2.7.

But this is just that I've observed. I don't need it to be that way, *yet*.

I'm wondering what happens if you just change the first line of server/moin*.
