[Neuroimaging] Website Update

Thanks Ariel for the tips! Seems like we can scrap circle.ci. However,
rendering to the github pages breaks all links currently.

To resolve the original issue (having to specify a --baseurl when serving
jekyll locally), it looks like this is just the way it is. See:
http://jekyllrb.com/docs/github-pages/

Will look at the broken urls when rendered on github pages now.
