[Neuroimaging] When to use neurostars, and when not to

For nilearn, we are considering advising all are users to ask questions
on neurostars. The reason is that a interface like neurostars encourages
users to answer questions, and also is easier to search than mailing list
archie. The huge success of stack overflow shows the power of such
interface in supporting users.

At the end of the day, I hope that it will remove some user-support load
from our side.
