[Neuroimaging] MNI-Talairach coordinate transforms

Hi all,

I'm interested in having coordinate transforms between MNI and Talairach
template spaces in the nipy ecosystem, and want to know where people
think these would fit, both in terms of which subproject and API.
Matthew suggested[0] either nipy or nibabel for subproject. It feels
slightly beyond the scope of nibabel to me, but I don't have a problem
with either choice.
