[Neuroimaging] Travis turned off

Hi everyone,

Just a quick note to let you know that Travis seems to have reset all the
github.com/nipy/* repos to "off" (they do that occasionally; at an
increasing rate, it seems?). I just switched nibabel and dipy back on, and
please flip the switch (or ask me to) on other repos, as needed.
