[Neuroimaging] Nitime 0.7

[Ariel Rokem]

We are happy to announce a new release of Nitime, a library for the
analysis of time-series from neuroscience experiments!

This release is a maintenance release and also includes a few small bug
fixes. We have also transitioned away from testing with nose, in favor of
py.test.
