[Neuroimaging] Chris Markiewicz taking over as lead maintainer for nibabel

Thanks very much, Matthew. Your driving of nibabel through these years has
made it the cornerstone of neuroimaging, and one of the most robust pieces
of software available to this community.

Congrats Chris, I'm sure you'll keep up the good work :)
