if i configure logging into a file with encoding = 'cp1251' and do
logger.debug(u'...') then i get crash with UnicodeError

i suggest reimplementing method FileHandler.emit():
...
if isinstance(msg, unicode):
    stream.write(f % msg)    # it works!
...
