socket.ioctl says it is Windows specific, and people may think there 
is no way to use ioctl with sockets in non-Windows platforms (see 
thread/246f4522ad215d74 )
This doc patch adds a reference to the fcntl.fcntl and fcntl.ioctl 
functions so people is aware of them.
