I got this error on my buildbot:

test test_tarfile crashed -- <class 'IOError'>: [Errno 13] Permission
denied: '/tmp/test_tarfile_tmp/testtar.tar.gz'

test_tarfile should not use a hardcoded file name but rely on TESTFN
instead (or any of tempfile.mk*), so that concurrent test runs don't fail.
