if you define your no_proxy var as mentioned in /etc/sysocnfig/proxy

# Example: NO_PROXY="www.me.de, do.main, localhost"

then python's urllib will never make use of it, cause there are blanks.
urllib does not remove blanks.

Reproducible: Always

Steps to Reproduce:
1.try it out

Actual Results:  
proxy will not be bypassed

Expected Results:  
proxy should be bypassed
