When using the command:

  $ python -m distutils2.mkcfg

To create a new setup.cfg, the resulting setup.cfg has the following permissions:

-rwxr-xr-x 1 mike mike  151 2011-01-28 12:47 setup.cfg*

I think the permissions should be 644
