My understanding is that scipy_core and Numeric3 are the same thing.  
I'm using the terminology Numeric3 in emails to avoid confusion, but I 
would rather see one package emerge from this like scipy_core.  I would 
prefer not to have a "Numeric3" package and a separate "scipy_core" 
package, unless there is a good reason to have two packages.
