[Numpy-discussion] numarray-1.3 manual

There's a new release of the numarray manual (1.3) on Source Forge here:

The manual has new documentation on the Ufunc code generation API (used
for porting scipy.special) as well as a number of corrections from
Steven Walton, Rory Yorke, Russell Owen, and Olivier Bornet,
and others.   Thank you all for your efforts.

Windows users may also notice numarray-1.3.1 binaries are now
available.  The new binaries are equivalent to numnarray-1.3.0 so
there's no reason to upgrade if you already have 1.3.0.
