Where should I report problems with the SVN repository?

I've tried to edit the log entry of my commit and got this:

 > svn propedit -r 2166 --revprop svn:log
svn: DAV request failed; it's possible that the repository's
pre-revprop-change hook either failed or is non-existent
svn: At least one property change failed; repository is unchanged

Is that right?
