[Numpy-discussion] NumPy 0.9.6-r1?

Hi Travis,

I've re-built NumPy 0.9.6 for Win32 / Py2.4 after disabling the block in
testing/utils.py that requires win32all.  Let me know if you'd like me
to upload it to the Wiki as NumPy 0.9.6-r1.  It's 66kb smaller than your
.exe file, which I don't quite understand, but otherwise seems to work
fine.  I've built it against ATLAS-3.6.0-PII from http://old.scipy.org.
