Setting runtime_library_dirs while building numpy

The library_dirs variable will simply set the path for the linker to
search for the library (i.e. -L<paths to libraries>). However, it
won't add the -Wl,-rpath,<paths to libraries> on Linux that we want
(or -R<paths to libraries> on Solaris, etc.).
