Library problem on installation

Following up on my own message for archival purposes, after getting local
help. If you're having a problem like this, read the file called
INSTALL.txt.  The current NumPy tarball doesn't have this file, but the
SciPy tarball does. You may need to reinstall Atlas/Lapack libraries using a
different compiler.
