Scons is a building system, like distutils but much more powerful.
It is not simple to replace partially distutils in the numpy construction
system. There are a lot of things to test during the build. So while David
makes this happen, numpy can't be in an unstable state where the SVN head
can't be compiled and used. This branch is thus needed and will be merged
when both the trunk and the branch are stable.
