Everything in numpy/f2py/lib/ is the unfinished G3 version of f2py,
whose development has moved to Launchpad. It has been removed from the
trunk, and errors in it can be ignored for 1.1.x.

It's another ctypes skipped test.
numpy/tests/test_ctypes.py:TestLoadLibrary.check_basic2().
