[Numpy-discussion] Github migration?

The test repo has been on github.com/numpy for a while now, without
any problems reported (I think at least Pauli tried it!).

The last I heard, there were no objections, and release-manager Ralf
was also on board.  Shall we hold our breath and make the final leap?
