[Numpy-discussion] Building Numpy Windows Superpack

Numpy 1.4.0 svn rev 8270 builds (with setup.py) and tests OK on Windows 
7 using Python 2.6.4. The only test failure is test_special_values 
(test_umath_complex.TestClog).
