[Numpy-discussion] draft release guide

Maybe I missed the discussion, but is there a reason why we don't want to
support Python 2.5 via providing binaries?
I'm working on a detailed write up of how to create windows binaries on
Windows 7. I hope to finish in the next day or so, however, my
brother-in-law made an unexpected visit, so I don't have as much time as I
thought I did. With that said, I hope to be able to share it by this
weekend.
