That's because as_strided is not exposed. It's a private function (see
commit f912322e) used in broadcast_arrays, which is there:

Things in numpy.lib that are not private are available in the numpy
namespace (see numpy.lib.function_base.histogram in the doc wiki vs.
numpy.histogram in the reference guide).
