numpy 1.6.0b2 builds well on Windows with msvc9/MKL.

No license file is included in the installers.

The installers for Python 3 include 2to3 backup files. This has already 
been fixed in scipy 
<https://github.com/scipy/scipy/commit/f7dae4f21593d94735a0377a1af3a9275413b889>.

All numpy tests pass on win32.

A few numpy tests fail on win-amd64:
