import is not a command you can run at your command line, it's part of
Python. Do something like this instead:

C:\Python27> cd C:\
C:\>python
# Should start the Python interpreter, print python version etc.
>>> import numpy
>>> print(numpy.arange(3))

It will be worth taking some time to read a basic Python tutorial.
