Indeed -- there are a couple other threads about DateTime64 right now,
and we need to get a new NEP draft going (I've started discussion, but
haven't had a chance to put it in a NEP yet...)

It would be good to add this.

How/Where do I start a NEP, anyway? It  looks like they go here:

https://github.com/numpy/numpy/tree/master/doc/neps

But do I get it in pretty good shape first? Do I ask someone to commit
it for me?
