[Numpy-discussion] ENH: 2D polynomial fit

Hi,

I made a function for 2d polynomial fits that I would like to contribute
to numpy, as it is something that is not yet covered by numpy.

I already made a pull request
(https://github.com/numpy/numpy/pull/14151), but new functions need to
be discussed.

Any comments?
